(3) "The Chamber therefore urges that the law and Ordinance should at once be amended, as being "unduly restrictive, and entirely out of date owing "to the change of circumstances which has taken "place since the regulations objected to were authorised by the Home Government and put into "operation by the Legislature of Hong Kong".
In connection with paragraph (2) of the Resolution, I am to ask whether your Lordship can inform the Council why the "Powhatan" was refused permission to convey Chinese emigrants to the destination named. If the reason for such action on the part of the Hong Kong Authorities is not known to your Lordship, I am respectfully to ask that you will cable to the Governor of Hong Kong for an explanation.
